Aggression On Leash

Our 1-1/2 year-old male Aussie never exhibited any aggression toward other dogs until just recently and it only seems to occur when either he is on leash and barks and lunges toward other dogs, or when he is off-leash and has a chance to get at other dogs who are on leash. He always behaves very friendly and social when all dogs are off leash. I worry that at his age, he is starting to feel like he is top dog. My wife and I are back to strictly on-leash and back to the basics on obedience training. Any thoughts or suggestions?
