Age a Australian Shepherd stops growing

I picked up a stray Australian Shepherd. He is small but the Vet said he is not a mini. She checked his teeth and said the front teeth were very white but she saw some tarter on the back teeth. So she thought he may be around a year old. At a year is he full grown? If he is full grown could he just be a runt?
