Aussie Puppy Biting

We have a 13 month old Aussie puppy who bites a lot. This is our first experience with Aussies. Is this common? He was part of two litters 1 week apart and had 13 litter mates so to speak with only modest human contact. Will he be a biter all his life, or can we cure him of this?

We are doing the standard techniques of high pitched Ow and shaking the fur on the back of his neck if he persists, but the going is slow. He also has a frantic quality about his play that we don't see discussed when folks talk about puppy issues. Any thoughts about this? What would your approach be?
