Australian Shepherd Becoming Aggressive Toward Other Dogs

Our 2 year old male Aussie has become super protective and started being aggressive toward other dogs when we're walking off-leash in open areas. How common is this problem and how can we improve socialization to stop the behavior? He's otherwise the greatest rescue pup we've ever had!
