Barking, Timidness And Digging

I have two Mini Aussies and they love to chase everyone down the fence line and bark at them until they can no longer see them. Any suggestions how to get them to stop and listen to me? Their barking is frowned upon in city limits and I love them very much to have to get rid of them due to there barking.

I also have a question about them being so timid when you approach them or call them and they act so timid and hesitate coming to you.

Last but not least our new Aussie pup likes to dig. How do you ceise that? I love my Miniature Australian Shepherds and they are glued to my side inside and so loving, but outside they have that strong Aussie instinct! Please help!
