Behavior Problem

My Aussie, Emma, has started attacking small dogs. She doesn't actually hurt them, but makes a lot of noise and has to be pulled off them. She is normally the friendliest dog, loves other dogs but has become more wary when she doesn't receive a good reception from another dog and little dogs often tend to snarl or growl at her. Does anyone else have a similar issue and what can I do to stop this behavior? Thanks! Margaret
