Grooming Rear Legs

I have a question on rear legs:
Does the scruff from the hock down get clipped clean or do you just feather it with thinning shears?

Shearing

I use a desheading tool to clean up the tuft of hair. I have never had to use a shearing tool. Our process, heavy rake throughly, Desheader tool, metal desheader and follow up with a solid brushing, for all three!
