Is My Puppy Unusually Small?

My little girl is 15 weeks and just around 12 pounds. Her mom was 45 pounds and dad 55+. I always get asked if she's a toy, but she's not. Is she small for her age? Were yours this small and how big did they end up?

Blue is 11 months old and weighs 17.5 kg.
I guess it depends of the kind of diet they're on, how much food they eat and if they're active or not.

My female red tri was around that size when she was that age, and is now 10 months old and around 27 lbs. She is a papered full size aussie, and both parents were 45 and 50 lbs. She is still growing, but is definitely on the small side for a full size. That being said, I love her size and she is perfect for doing anything outdoors, coming anywhere with me, and also being able to cuddle with me on my lap.
