Learning To Chill Or Settle Without Being In Crate

We have a 11 month old male Aussie, and he has not learned how to settle down or chill. We have to put him in his crate for him to relax. Is this normal, and do you have any advice?

Learning to Settle

More exercise could help and more stimulation for him during the day.
Do you play games with him? If he has a lot of herding instinct, his energy level will be higher, thus he will need more exercise.
