My dog is afraid of the leash, being because my younger brother put it on him and dropped it giving my lab mix a chance to tug it and choke my Aussie. How can I reintroduce it in a positive manner?

my puppy is a sheppard lab mix he wants too turn around when walking him with the leash and try and bite the leash as well as pull and tug on it
