Puppy Eating Everything Including Rocks!

I have a 12 week Aussie pup who is well behaved and very social. He's ok with walks (working on this, not pulling and heeling) but he is frustrating me by picking up everything in sight (and smell!) including rocks. Ive tried treats and getting him to carry a favorite toy, but no success yet. Any training suggestions?
