Puppy On Flight

So I just bought a handsome boy red merle puppy yesterday and I am planning on flying him home from school in three weeks. He is about 7 lbs and is roughly 10 inches from the floor to the top of his head. Will he be too big to fly home in a carrier in three weeks? I'm not sure how big he will get over that span and I'm nervous that he'll be too big.
