Sharing Toys

Hello fellow Aussie lovers. I have a 17 month old blue merle Aussie male who is fixed and a few weeks ago I got another Aussie. She is now 11 weeks old, beautiful red-tri. They play well together and have already established such an incredible bond. The only issue that I seem to be having is toys. My 17 month old keeps taking all of the toys and doesn't seem to want to share. I tried buying multiple of the same toys, as well as removing all the toys when this happens, and still he will not share with her. I know one reason is so she will play with him, but when it comes to their Kongs, he growls a little more aggressively (which I do not tolerate and then remove the toys completely). Can anyone suggest how I can help get him to understand how to share? Or will it just come as she gets older and can keep her toy from him.
