Biting 4 Year Old Neutered Male

Wonderful in every way. Was not socialized properly when young. He is a gem around children. But let someone walk by when the owner is right there he Bites! How can we stop this? It has happened 4 times, not broke skin and luckily understanding people. But we must stop this, give him away to someone who can handle or put him down. We are totally torn.
