Aggression/Biting

I have an Aussie about one year old with aggression issues towards people and other dogs. Running up to people and dogs barking, growling and has nipped or bitten. What is the best way to stop this behavior?

Note from Anton: In most cases of aggression, growling and biting training is key. Daniel Stevens has a section about dealing with dog aggression in his training program.
