Aussie Attack

I have two Miniature Aussies. One is quite calm, and the other... not so much. He has formed quite the bad behaviors. Guests can barely come to our house without him jumping up into their face, barking and usually nipping at their clothes. After he intimates our guests, he calms down and acts like nothing happened. We have tried putting him on a leash, making him lay down when guests enter, holding him, allowing guests to walk around the house before we release him from a hold, etc. Nothing seems to be working! Any advice?
