Australian Shepherd Coat Problem

Need help with Aussie, coat thin at birth and bald spot on head. Will this fill in with age? Had skin scrape at vet, was ok. He said would probably fill in with adult coat. Worried.

Bald spot with differenct texture.

I just rescued an Australian Shepherd. She has a bald spot on her back side. She has a different type hair in this area. It seems to be course to the touch. Any suggestions to help her hair grow in this spot.
