Australian Shepherd Nipping at Strangers

We have a 9-month-old un-neutered Australian Shepherd that has started being less than happy with strangers and sometimes nipping.

He is on-leash in public places, happy as can be in pet store, not excited about other dogs either. He gets upset about other dogs only when we're walking in the neighborhood.

Could this behavior be associated with his age and being un-neutered as we have read that it is best to put off neutering until 12-16 months of age.
