Australian Shepherd Ziggy's Aggression Towards Bikes and Runners

We recently adopted a 4-year-old Australian Shepherd named Ziggy. He is very friendly with us, but has some issues with lunging at runners/bikers when walking on a trail.

If he sees the same person on the bike and they are not in motion, he is fine. We are working with him to reward with treats for good behavior, but want to reduce the bad behavior instances.

Update on Ziggy behavior

Since I posted this a few weeks ago, we have incorporated some of Doggy Dan's "Calming Code" guidelines and he has been getting better. He still occasionally misbehaves with some dogs, but for the most part he has improved.
