Behavior Question

My 1 year old Toy Aussie Shepard, often attacks a mentally impaired family member. How do we curb this behavior?? He will growl, run and bite at Harvey's legs. Harvey is 58 (4 yrs old).

I am trying to help a friend out by stopping at the home to let his dog out while at work. Dog is sometimes reluctant to go outside and sometimes won't go out. Is he just uncomfortable still (only been a week) or just being protective of the house?
