Biting and Cowering

I am concerned for my Aussie pup. He is 14 weeks old today and while at the vet he freaked out screeching. He isn't terribly anxious except around loud noises. He is a bit dominant and gets aggressive. He jumps up on people and scratches. Everyone gives advice on how to care for him and sometimes I don't know what to believe. He is very food motivated and will obey anyone with a snack. He also bark and whines a lot when he isn't getting his way. I was told to make him submit by putting him on his side but he screams like he is being killed and other say that is traumatic for the puppy and others again say is just a puppy thing.

Any help?
