Could Hormones Be Responsible for These Symptoms in My Mini Aussie?

Good evening. Our 23-month-old Mini Aussie is always very nervous, restless, wheezing and panting in the evening. Finds no rest. He has been doing this for a very long time and no matter if he has slept a lot/little, moved a lot/little, etc.

Can hormones be the reason over such a long time?!? Or overstimulation from the day plus hormones?! He is almost 2 years old. Are the hormones still very much at work?

Do you know which breed of dog was bred to an Australian Shepherd to produce your Miniature? Researching the characteristics of that breed might give you some clues.

I have seen several comments about dogs being very much disturbed by the noise/microwaves etc coming from "smart" plug ins, like smart digital outlets. It might be worth investigating this considering the dog has had so much trouble for so long.
