Does a Litter of Only Two Puppies Create Bonding Issues in the First 8 Weeks?

I was recently informed that a litter that I had put a deposit down on had only 2 pups as a result of a slip tie.

Can a slip tie cause a limited number of pups? Also, should there be any concern with the puppy only having one brother to bond with in the first 8 weeks?
