HELP!! Fostering 5-Month-Old Aussie Mix—Eye Issues?

We just took in this sweet pup Simon over the weekend. We were aware he was born deaf but caught by surprise when given eye medication. Both eyes are cloudy but after reading about Aussies that are white with these marbled ears, it scares me that he may eventually go blind in addition to being deaf.

Any idea if the eyes do deteriorate or is his sight unaffected moving forward?

Were both parent dogs merles? If so, then there is a very high chance he will be deaf, blind, and have deformed eyes, and his breeder was either uninformed or greedy.
