Herding vs. Attacking Cats

I recently moved where there are several cats. My 10 year old neutered male has started being aggressive to a particular older cat. Since the cats owner witnessed a dog attack ending with the cat being eaten, he is very protective of all his cats, but especially the older cat. He follows commands, but comes unglued and chases them around our house, outside too. Any dog whisperer tricks? -Fleur
