Mini Aussie Barking At People And Dogs: Anxiety When He Is Anywhere But Home

My Mini Aussie is 6 months old. He was attacked by a German Shepard at the age of 4 months old. He had to be put under to have a bite stitched up. He has not been the same since.

He has a lot of anxiety when we take him anywhere even when there are not people around. While on walks he barks uncontrollably at people and dogs. He is not aggressive and once someone stops to pet him he accepts them and wags his tail.

We have no idea what to do. We want him to be able to go everywhere with us but with the excessive barking he is making that impossible. Any ideas? We had considered a Doggie Don't device. Any success with this device? Also he has two doggy sisters that he adores.
