Mini Aussie Hates Being Picked Up and Cries as if He's in Pain

My family adopted two Mini Aussie pups at 6 weeks old. They're now 7 months. Both very intelligent. We have them potty trained, crate trained, learning tricks, etc. Looking for advice on one of our boys.

He absolutely hates being picked up. Cries and screams as if he's in pain (so loud!) and tries to snap at us but we aren't hurting him. Very picky about coming to us when called. Anti-social like behavior. Will only come to us on his terms.

He's been like this since he was just tiny and we don't understand why. We kept thinking he'd outgrow it and warm up to us but he hasn't. Or that after getting neutered he might be a little better but isn't. It's very frustrating.

Is this normal? Our other pup is very cuddly and loving. They're total opposites.

Any tips or suggestions? Why does he act as if he hates us?
