Miniature Australian Shepherd Screaming

Okay, I have a 3-year-old Mini Aussie. He is the absolute best dog ever when he is home with me and my husband. However, he is so excitable and vocal that we can't even have company over or take him out to public places.

He screams. It starts as an excited whine, then he progresses to a scream. And sounds like a hyena. We want to be able to take him with us everywhere we go... he is just so embarrassing he NEVER calms down.

We have tried high reward treats, shock collars, his favorite play toy to distract him from people to scream at. Nothing seems to work.

Does anyone have advice?
