Potty Training, Why This And How To Fix?

I have a new 11 week old best buddy, Elly. She is so sharp, I am impressed. My first Aussie. In 3 weeks she has already learned to ring the potty bells at the door to let us know she has to go pooh. BUT, she has not figured out that she needs to do it as well when she needs to pee.

What have we done wrong? Or what can I do to help her understand better? Has anyone else ever had this issue?
