Cooper takes his toy to the pad while he pees yet again

how often should I let my 10 week old puppy drink water? He always wants water: after play, after a nap, etc.,but if I let him have all the water he wants whenever he wants he winds up having to go equally as often. I'm trying to housetrain him, and I find he goes awhole lot more often than once an hour; sometimes right after I take him out, he goes again in the house(on a pad). So, the question is, should I let him drink often, or monitor it the way I do his food?
