Puppy Not Socializing Well With Other Dogs

I have a wonderful 5 month old Aussie puppy who hates puppy romps and really stresses out. She seems to tolerate older dogs but really does not socialize with them except our 13 yr old Springer whom she loves and torments! The pup will have to go to a kennel sometime when she is older so want her to be happy there and enjoy playing with other dogs. I take her everywhere I can where there are other dogs. Will she outgrow this? She adores people of course!
