Size of Australian Shepherds?

I have a full size female red tri Australian Shepherd, and she is only 18 inches at the shoulder, which I know is pretty average, but she is quite a bit smaller than most Aussies I meet. She is about 16 months old. Her parents are both a little larger than she is.

I got her when she was 10 weeks old, and hopefully didn't stunt her growth at all. Was very careful about jumping and too much exercise.
